I also recently read about the $2 billion of loans that were provided by Obama for solar. Is there any financing available for solar, wind, fuel cells, etc. that makes it attractive for private business owners to invest in these technologies for their own businesses and real estate on a smaller scale?

Most funding incentives for small on-site solar installations (non-utility-grade) come from state and local utilities - these are typically in the form of grants or low-interest loans.
The best source for finding incentives is the Database of State Incentives for Renewables and Efficiency located at www.dsireusa.org. The database was established in 1995 and is funded by the Department of Energy so it is typically up to date.
Once you select your state, all federal and state-based renewable energy incentives are listed.
