People have said to clean it with vinegar, but that seems ridiculous to me... How do I clean this floor effectively and efficiently? Please don't tell me to use vinegar... Thoughts?

Any neutral based daily floor cleaner will work just fine to clean a linoleum floor.
The fact that the floor looks terrible may mean it needs to have the wax stripped and reapplied. You need to use a wax stripper that is made for a linoleum floor as many standard was strippers will remove the color from the linoleum floor. Make sure the floor finish you apply is made for a linoleum floor as well.
