Alysson asks: Concerning the LEED-NC credits, could you explain the difference between the Water Efficiency prerequisite (20% reduction) and the Water Efficiency Credit (credit WE 3) of 20%? Is there a difference in the type of water or usage it specifies? Thank you!
Hi Alysson,
The LEED-NC 2009 version has a Water Efficiency Prerequisite that does require a 20% reduction in water use (earlier versions did not have this as a prerequisite and awarded a point for a 20% reduction). The Water Efficiency Credit (WE 3) awards two points for a 30% reduction, 3 points for a 35% reduction and 4 points for a 40% reduction. (A 45% reduction earns you an exemplary performance point under IDc1)
Various strategies can be employed to achieve the prerequisite and credit: using efficient fixtures; exploring the use of waterless urinals; utilizing non-potable water sources for toilet flushing.
LEED has made changes to the various designations and it is prudent to check the latest version for any updates.

Be careful...The intent of the pre-req is that you achieve the 20% reduction using efficient fixtures. You can then use alternative non-potable water sources to help achieve the credit. Alternative water sources cannot be used as a means of achieving the pre requisite.
