Thanks for your question...

For a VAV unit in general, probably not. The baseline is ASHRAE 90.1-2001 for energy efficient incentives for commercial buildings.

VAV units are somewhat commonplace and by themselves are generally not enough to prove out the efficiency requirements for the tax incentives. If there is more to the system, we can look into further.
