LEED Certification: Can I Register my LEED-NC Project During Construction?

Hello Fabiano. Thank you for your question concerning the timeline for registering a project for LEED certification.

I will assume that you are referring to a LEED New Construction (LEED-NC) project, so I will reference that rating system. However, the other LEED rating systems are very similar. The only one that varies significantly is the LEED Existing Buildings: Operation and Management (LEED-EBOM) rating system.

LEED Project Registration

According to the LEED Certification Policy Manual dated June 17, 2011, it is possible to begin the LEED certification process while the project is already in the construction phase. There are two paths for LEED project registration.

Standard Review

The first path for LEED registration is the Standard Review, which is a combined design and construction review. Applications for the review must be submitted within two years of substantial completion (which is defined as the date on which the building receives a Certificate of Occupancy). The application must also be submitted before the LEED-NC rating system Sundown date, which is still to be determined for LEED-2009.

Split Review

The second path for LEED registration is the Split Review, in which there are separate design and construction reviews. For this registration path, the application for design review must be submitted before substantial completion. The application for construction review must be submitted following the completion of the Design Review phase and within 2 years of substantial project completion.

LEED Credits: Design Phase vs. Construction Phase

One consideration you’ll need to make is that certain LEED credits, such as some of the Sustainable Sites, Water Efficiency and Energy Efficiency credits, are typically determined in the design phase. If the design of your project did not take these credits into account, you may have a problem achieving enough points for LEED certification.

Also, you should check that you have met the necessary prerequisites and Minimum Program Requirements for the LEED-NC rating system. Typically, a team that registered their project for LEED certification will have taken these prerequisites into account before design, which makes it easier to achieve LEED certification. If determination is made in the middle of the project, it’s more difficult to change things that were already designed and constructed in order to achieve LEED certification. It’s harder, but not impossible!
